Nonviolent Peaceforce are seeking an experienced monitoring and evaluation practitioner to support the country programme in South Sudan and act as a focal point for monitoring and evaluation plans and implementation. This exciting role will support the development and roll-out of a new Information management / Monitoring and Evaluation framework for accountability which will seek to promote internal learning, improve the measurement of our impact and support organisational wide capacity development. As a member of the programme development team the M&E officer will play a significant role in staff training and capacity building as well as proposal design and development. The post holder will directly supervise the Assistant Programme Officer in their duties as well as external evaluation personnel and consultants. It is expected that the M&E officer will play an important advisory role to senior management during an exciting period of growth and development in the NP-SS country programme that ultimately seeks to strengthen our response to the dynamic needs environment in South Sudan.
KEY OBJECTIVES/RESPONSIBILITIES:
• Work closely with the Senior Programme Development Manager to formulate and oversee a cohesive information management and M&E strategy which improves accountability, captures learning effectively and positively influences development across the organisation.
• Work closely with Senior Management, Program Development department, Technical advisors and field staff to develop and strengthen M&E procedures and tools.
• Act as central focal point within the organisation for M&E technical assistance and support including to; senior management, technical advisors and field staffs.
• Provide technical support and guidance on M&E design and tools to support NP-SS programme development process.
• Manage processes related to internal M&E and information management; including oversight of field and weekly reporting protocols, project based monitoring and evaluation activities.
• Manage processes related to external M&E activities: including requests for applications, technical input, oversight, and communication related to: needs assessments, baseline, mid-term, and end line studies, ex-post and other types of evaluations.
• Oversee the continuous development of NPSS’ M&E systems, including: approaches and tools that facilitate the acquisition and aggregation of useful programming data.
• Lead capacity building efforts within NP-SS, and provide continuous support help ensure that M&E maintains requisite levels of quality throughout programming.
• Manage quantitative and qualitative data for the purposes of programme development and reporting
• Provide quantitative and qualitative for reports to Programme Development Team.
• Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.
• Guide the regular sharing of the outputs of M&E findings with management and field staff; including: reporting of assessments, evaluations, programme data, lessons learnt and good practices.
Qualifications
• Minimum of a Bachelor’s degree in development studies, human rights, applied research or other social sciences field.
• In-depth knowledge and understanding of M & E and strategic project planning approaches such as log-frames, theory of change etc.
• Experience with qualitative, quantitative and participatory M&E methods and system design.
• Detailed knowledge of the variety of tools and strategies for data collection and production of reports;
• Experience in the development and management of information management systems.
• Excellent training development and facilitation skills with experience providing relevant and appropriate capacity building for local staff and partners.
• Proficient analysis and communication skills for the purpose of report writing and presentations.
• Experience in data entry and database software as well as working knowledge of statistical software such as SPSS, STATA and Microsoft Excel.
Desirable:
• Master’s degree in social sciences, statistics or applied research.
• Familiarity and interest in humanitarian protection, peace-building and violence prevention programming.
• Expert knowledge of participatory research tools and methods.
• Substantive knowledge and understanding of the South Sudanese socio-economic, cultural and political conditions.
• Fluency in Arabic an asset.
