OVERVIEW OF THE POSITION

Under the overall guidance of the Director, Political and Mediation Group (PAMG), and in close coordination with the Senior Advisor for the Consultative Process, the Advisor for the Consultative Process will carry out the tasks outlined below.

The Advisor for the Consultative Process will ensure that all advice provided is in line with humanitarian policies on electoral assistance and with humanitarian Security Council resolution 2232 (July 2015). When in doubt, the expert will consult with the Director of the Political and Mediation Group (PAMG) of the client.

GENERAL FUNCTIONS

Under the overall guidance of the Director of the Political and Mediation Group and in line with the humanitarian policies on electoral assistance and the humanitarian Security Council resolution 2232 (July 2015), the ‘Adviser for the

Consultative Process’ will provide in close coordination with and under the lead of the ‘Senior Advisor for the Consultative Process’ technical and strategic advice, ensure liaison, general coordination and facilitation for the establishment of the Consultative Forum’s architecture and for the holding of regional consultations and of the national forum (as mentioned above) with the purpose of reaching a workable consensus on the most appropriate 2016 electoral model.

Namely, the ‘Adviser for the Consultative Process’ will, in close coordination with and under the lead of the ‘Senior Advisor for the Consultative Process’:

§ Provide technical and strategic advice on the structure, mandate and resources required for the Consultative Forum, in line with the agreed Consultative Process Framework and Principles (Action Plan), in order to ensure that the Consultative Process is transparent, Somali-owned and result-oriented. If requested, provide comparative experiences that could be adapted to the unique Somali context. Sustainability, inclusivity and cost-effectiveness should be considered when advice is provided.

§ Ensure liaison and facilitate dialogue between relevant Somali actors at national and regional levels during all and any phase of the Consultative Process: a) political dialogue among the leadership at the federal and regional levels 2) transparent and systematic consultation process to gather input from the regions, and 3) a civic dialogue implemented more broadly at the local level. Dialogue among stakeholders should be inclusive and should support consensus building on all aspects.

§ Perform a coordination role as well as provide guidance and technical expertise, as required, in order to ensure that the expected outcomes/products (including Facilitation Guide with guiding principles and electoral options) are delivered in a timely fashion by the responsible bodies, in line with the agreed Action Plan.

§ Assist the Consultative Forum in narrowing down the electoral options process and in ensuring that inputs from both the regional-level consultations and civic dialogues are captured.

§ Provide ad hoc advice to clients in the context of their engagements with Somali officials in relation with the establishment of the Consultative Forum architecture and to the implementation of each and all phase of the Electoral Consultative Process.

§ Perform any other additional tasks as required.

§ The Consultant will present a monthly report with an overview of conducted activities, actual working days, location and travel, and upcoming plans. The Consultant will be payed monthly as per the monthly report. An end-of-assignment report with conducted activities, actual working days, location and travel is required within two weeks of the end of the contract.

§ Report on the above mentioned tasks to the ‘Senior Advisor for the Consultative Process’.

Review/Approval Time

Achievement of deliverables will be approved by the Deputy Chief Electoral Adviser, Integrated Electoral Support Group in consultation with the Director of the Political and Mediation Group, before payments are made.

ESSENTIAL EXPERIENCE

Education:

§ Master’s Degree in International Affairs, Public Policy, Public Administration, Communication, Social Studies Conflict Resolution or related field

Work Experience:

§ 7 years of policy and advisory experience working with international organizations and/or governments;

§ Extensive experience in post-conflict and crisis settings, with dynamically changing conditions on the ground;

§ Strong knowledge of legal and organizational frameworks for political and electoral processes;

§ In-depth understanding of and ability to advise on political and electoral processes;

§ Outstanding negotiation and conflict management skills.

Language Requirements:

§ Fluent in written and spoken English and Somali.

§ Consultant will need his/her own laptop.
