SCOPE OF WORK

Operations Officer

Background

AECOM is implementing the Somalia Tis+ Project to promote good governance and community cohesion. USAID/EA’s Somalia Office anticipates that the need for quick impact stabilization activities will continue given the fragile nature of the nascent government and the existence of an insurgency in parts of South Central Somalia. At the same time, Somalia, particularly under the New Deal and the new internationally recognized government, is looking to move from crisis and stabilization to medium and longer-term development. The objectives of this contract are to: 1) Increase confidence in governance based on equitable participation in decision making and management of community assets. 2) Empower community and government representatives to engage with private sector and development actors in a collaborative process for community growth. 3) Increase Somali engagement in creating a more stable future. 4) Support inclusive, sustainable development by reducing gender gaps in stabilization and development.

Objective

The Operations Officer will be responsible for coordinating and supporting management of field operations for TIS+. In undertaking these responsibilities, the Operations Officer will work under the direction of the Operations Manager, and work with procurement and logisitics staff for all four regional offices. He/She will work closely with the Operations Manager, Finance and Admin Manager, and program staff in the Kenya, Somalia and Somaliland. Where necessary, the incumbent will also coordinate with USAID/East Africa, Somalia Office and other program partners in Somalia and Somaliland.

Primary Responsibilities

Responsibilities include, but are not limited to the following:

· Manage TIS+ Mogadishu and regional office inventories of procured equipment, in accordance with USAID and AECOM rules and policies, and assist in tracking and updating all non-expendable equipment in OneSource;

· Assist the Operations Manager and Finance Manager in preparing the monthly FOER and assist with ensuring proper backup is included for project expenses for the Mogadishu and regional offices in Somalia;

· Manage the procurement and logistics staff in making travel and hotel arrangements for staff and consultants;

· Supervise the security guards, janitorial staff and other outside service providers in Mogadishu;

· Handle the application and renewal of the Somalia country registration work permit and licenses;

· Provide input to the TIS+ HR, Procurement and Finance Manuals;

· Procure office equipment, supplies and furnishings in accordance with USAID and AECOM policies and procedures outlined in the TIS+ Procurement Manual, and per the thresholds outlined in the TIS+ FOAM;

· Develop purchase order contracts, including getting quotations, doing background checks, prepare the negotiation memo, preparing draft PO documents, communicate with vendors on completing PO, and support the Finance and Administration Manager in monitoring the payment schedule;

· Ensure MK Denial and SAM searches have been completed for all vendors in Somalia and staff;

· Review subcontractor deliverables, budgets and expense reports;

· Coordinate with the Nairobi office unit in organizing and maintaining a filing system for field office project documents in OneSource;

· Assist in formulating and implementing office policies and practices in line with AECOM corporate policies and Somalia laws;

· Be a resource and advocate for AECOM’s OneSource system and ensure that necessary project documents are uploaded to the site;

· Track the use of vacation and sick leave by Mogadishu staff;

· Coordinate security and travel for staff traveling to and from the Kenya and Somaliland offices.

Reporting:

The Operations Officer will report to the Operations Manager

QUALIFICATIONS:

· Must have two to three (2-3) years’ experience in US Government policies and procedures in regards to financial management, financial reporting, procurement processes, systems,

management, and administration; experience with construction procurements a plus.

· Minimum of a Bachelor’s degree in international development, international

relations/affairs, business, management, finance, or a related field.

· Must have 2-3 years’ experience working in an operations management capacity on

projects of similar scale and scope.

· Demonstrated ability to communicate effectively in English, both verbally and in writing

LOCATION:

Mogadishu, Somalia

LEVEL OF EFFORT:

1 year with possible extension
