ROLE PURPOSE:
The role holder will provide leadership and strategic direction to all programmatic aspects of Joint Aid Management's humanitarian responses in South Sudan.
They will ensure:
· Program activities are effective and meet long-term goals and objectives of Joint Aid Management, its donors, and the target population.
· Immediate and appropriate response to children's needs during humanitarian crises.
· Cross sector collaboration among technical units.
· Joint Aid Management's commitment to improving quality and accountability in humanitarian work is upheld, and complies with all relevant policies and procedures with respect to child protection, health and safety.
SCOPE OF ROLE:
Reports to: Country Director
Dimensions: JAM works in Jonglei, Lakes, Warrap, Unity and Lakes states of South Sudan with a staff complement of approximately 150 and current expenditure over 3.0 million each year. JAM operates multi-million dollar humanitarian programs with a wide range of donors (WFP, CHF, FAO, UNICEF) supporting vulnerable populations as well as host communities throughout : Health and Nutrition, Education and Emergency Food Security and Livelihoods.
JAM has also partnered with WFP and UNICEF to facilitate management of warehouses and transport of food and nutrition supplies to other agencies in Jonglei, Lakes, Northern Bahr El Ghazal, Warrap and Unity states.

KEY AREAS OF ACCOUNTABILITY:
Contribute to

· Ensure that all required support is provided promptly, at scale and in line with the rules and principles during emergencies and for humanitarian responses,
· Help establish, maintain, and improve active and regular working relationships with: host government authorities, partner agencies including humanitarian and development donors, and local and international NGOs
Leadership and management of humanitarian programs
· Assume overall management oversight of planning and implementation of the JAM humanitarian response and program budget in South Sudan
· Expand the programming portfolio through capacity building of field staff, development of partnerships and networks, as well as development of new funding opportunities
· As an overall budget holder of humanitarian grants, monitor the implementation of grant budgets, keeping all stakeholders informed and ensuring any corrective actions are taken
· Ensure that existing finance guidelines and related administrative procedures are adhered to and that grant finances are kept in an exemplary state
· Coordinate regular management and technical support visits to implementation sites to ensure that programming meets international standards and corresponds to work plans and budgets
· Ensure compliance with all relevant policies and procedures of JAM, e.g. child rights and safeguarding, donors and the government
· Work closely with other thematic areas to harmonize humanitarian interventions
· Work in closely with the Logistics, Security and Operations Teams to ensure efficient delivery and support of humanitarian programs
Humanitarian preparedness and response
· Make clear recommendations based on the South Sudan Response Strategy re: proposed program content, staffing, management and administration arrangements and budget with clear indications of funding and technical support resources
· To ensure a short-term funding strategy is in place to resource the delivery of the humanitarian response strategy
· Ensure JAM programs are included in the UN CAP and Flash appeals
· Continually monitor the situation of the affected population and ensure revisions to humanitarian response strategy where necessary
· Ensure rapid humanitarian multi-sectoral integrated assessments are undertaken as necessary to continue to inform the implementation of the humanitarian response strategy
· Take overall lead to ensure integrated logistics, finance and grants advisory support to field offices/programs to enable effective and efficient project implementation according to donor guidelines and JAM minimum standards
· To lead on the content and staffing of the humanitarian response; define and request support needed from the country office
· Ensure that SMT and JAM HQ are well informed on issues related to humanitarian response and humanitarian risk management pertaining to all areas of operations.
Monitoring and reporting
· Ensure that program objectives and activities are agreed upon within the context of JAM values, aims and objectives
· Ensure production and timely dissemination of high quality, analytical reports, supply of regular situation reports, and collection, analysis and dissemination of relevant information and data relevant to the response
· Evaluate, monitor and review to ensure strict compliance of program activities with JAM national and HQ policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
Representation, communication & relationship building
· Represent JAM on national forums, workshops and meetings regarding humanitarian issues
· Establish and maintain strong relationships with key national partners and coordinate with other INGOs with humanitarian capacity, including government and UN colleagues
· Ensure effective representation of JAM’s humanitarian response to local authorities, donors, working groups, clusters, task forces, and other members of the humanitarian community
· Ensure establishment and maintenance of strong working relationships with local communities, community based organisations and other local authorities as appropriate.
Staff Management, Mentorship, and Development – Humanitarian
· Ensure that all staff understand and are able to perform their role in an humanitarian response
· Manage the Humanitarian team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
· Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff
· Incorporate staff development strategies and Performance Management Systems into team building process. Establish result based system and follow up
· Manage the performance of all staff in the Humanitarian work area through:
o Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
o Coaching, mentoring and other developmental opportunities;
o Recognition and rewards for outstanding performance;
· Documentation of performance that is less than satisfactory, with appropriate performance improvements/ work plan

QUALIFICATIONS AND EXPERIENCE
· Bachelor’s degree in a relevant field required, Masters degree preferred
· Recommended minimum of 5 years’ experience in humanitarian program management, preparedness and response in several fragile or complex contexts
· Extensive on the ground experience in multi-sectoral humanitarian response, including Health & Nutrition, Education, Emergency Food security and WASH
· Experience of managing multi-donor, multi-site programs (including CHF, UNICEF, WFP and OFDA)
· Demonstrated experience in logistics management
· Demonstrated experience of working in insecure environments
· Experience of working with partners and a participatory approach
· Understanding of international humanitarian aid systems and agencies
· Knowledge of humanitarian response and transitional program concepts, policies, frameworks, strategies and components, as well as development concepts and frameworks
· Solid budgeting skills and knowledge of key donor regulations
· Highly developed interpersonal and communication skills including influencing, negotiation and coaching
· Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures

· Fluency in English, both verbal and written. Working knowledge of Arabic would be an advantage.

· Experience of working with an international NGO in hardship contexts like a Cat 3 emergency
CHILD PROTECTION:
Level 3: the role holder will have contact with children and/or young people either frequently(e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
