Context:

Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Head of the Preparedness and Response Unit, and in coordination with the Coordination and Common Services Sector (CCS), the successful candidate will lead registration of internally displaced persons (IDPs), assessment missions, tracking and monitoring of population movements, site monitoring, and other activities of the Displacement Tracking Matrix (DTM) Programme in Sudan.

\*Core Functions / Responsibilities:*****

  1. Review existing DTM mechanisms, including flow monitoring, site assessments, and other information gathering systems. Work in collaboration with the DTM Unit at IOM Geneva Headquarters (HQs) to develop improvements in methodologies and assessments tools in order to increase analytical capabilities and capture fluid population movement trends in line with global standards.
  2. Oversee all field-based registration exercises of caseloads in complex emergency scenarios.
  3. Oversee the Information Management Unit (IMU) and act as a co-lead of the CCS to compile and analyse DTM data. Prepare reports on the findings of population tracking exercises and DTM missions, including IDPs registrations, assessments, and population mobility trends. Analyse DTM data to develop useful reports for internal and external stakeholders, including IOM project coordinators, donors, and the wider humanitarian sector.
  4. Ensure the provision of timely, accurate, standardized, and adequate information to all relevant stakeholders (humanitarian as well as transition/recovery actors) regarding movements, new displacements, mobility trends, and conditions in return/relocation areas paying special attention to the situation of vulnerable groups including children, elderly, and disabled persons.
  5. Follow up with stakeholders on actions/responses undertaken following DTM findings.
  6. Travel regularly to field locations to provide technical support to heads of sub-offices and DTM staff. Plan and organize appropriate capacity-building activities on topics related to DTM and internal displacement such as impact on receiving populations and human rights concerns.
  7. Analyze information from the field and map the trends and needs within areas of displacement and potential return/resettlement.
  8. Plan and coordinate assessments on the appropriateness of proposed or actual sites of return/relocation together with other sectors.
  9. Organize and participate in frequent and ongoing field visits to areas of transit and return to collect information through village assessments, focus group discussions and individual interviews.
  10. Ensure that to the extent possible IMU (including GIS staff) provides support to other projects in the mission and assists with tool/database development and analysis.
  11. Oversee the financial management of all DTM-related projects, including budget tracking and financial reporting.
  12. Ensure up-to-date donor reporting of DTM projects.
  13. Maintain an organized database and narrative reports of all information collected on population mobility.
  14. Ensure the integration of gender perspectives and attention to specific women/girl's and children’s rights issues (vulnerable groups) within all IDPs/returnee activities.
  15. Perform such other duties as may be assigned.

\*Required Qualifications and Experience*****

****Education****

  • Master’s degree in Social Sciences, Information Management or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

****Experience****

  • Experience in information management or disaster risk management;
  • Experience in the development and implementation of a population database a distinct advantage;
  • Experience managing a team of people
  • Working experience in the region is an asset.

****Languages****

Fluency in English is required. Working Knowledge of Arabic is an advantage.
