Community Development

for Evaluation Sought for Somalia

Description

International Business and Technical Consultants Incorporated (IBTCI) is recruiting a Case Study Researcher/Writer for an evaluation of transition initiatives in Somalia funded by USAID. IBTCI is the holder of the Somalia Program Supoort Services contract.

This position is based in Nairobi, Kenya with frequent travel to Somalia, and is full-time, beginning in October 2015 to approximately January 31, 2015. Some of the work may be conducted remotely.

The assignment includes the following tasks:

· Review relevant project documents

· Conceptualize a multiple-case study to elucidate the efficacy of the hypothesis of the project

· Help develop appropriate tools and survey related documentation including: instrument, instructions and training materials

· Help conduct training sessions for interviewers regarding collection of data (the consultant will not conduct fieldwork)

· Help provide oversight of data collection,

· Help implement international quality control standards and quality assurance procedures

· Ensure adherence to standard USAID requirements (disaggregation by sex, region, etc.)

· Help develop users’ guide for the data, including a description of all variables collected and constructed.

· Produce the case study and subsections for inclusion in a larger report.

The Expert should meet minimum qualification requirements:

· Experience with community-based programming in insecure / fragile environments

· Experience designing, conducting and writing case studies, especially related to policy, or in insecure / fragile environments

· Post-graduate degree or equivalent experience in relevant field

· Understanding of gender issues in conflict settings

· Knowledge of / experience with programming focused on Countering Violent Extremism
