About DRC-DDG
Danish Refugee Council (DRC) is a leading protection agency and has in conjunction with our specialist unit, Danish Demining Group (DDG), been operating in South Sudan since 2005; initially concentrating on providing safe and supportive conditions for refugees returning from neighboring countries after the Comprehensive Peace Agreement was signed. We are currently actively engaged in providing humanitarian services to both internally displaced persons (IDPs) and also refugees from Sudan, through 450 national staff, 60 expatriate staff and an annual budget of USD 15 million. Our main office is in Juba with 6 field offices in Ajuong Thok, Aweil, Bentiu, Maban, Malakal and Melut respectively.
About the position
The role of Deputy Country Director, Programmes is to ensure DRC is a leading international organization in terms of delivering relevant and quality humanitarian response to IDPs, refugees, returnees and host communities.
Duties and Responsibilities
Reporting to the Country Director you will provide leadership in the development of strategy, design, delivery and quality of DRC’s programmes. You will line manage senior staff responsible for the IDP programme, the refugee programme and fundraising/grants management. As a member of the Senior Management Team you will, together with the Country Director, DDG Programme Manager, Head of Finance, Head of HR, Head of Procurement & Logistics and the Safety Adviser, support the overall management of the organization to achieve our strategic objectives. Your key duties will include:
- Providing strategic vision and developing programme strategy;
- Daily leadership, supervision and capacity building of programme staff;
- Engaging actively in humanitarian coordination mechanisms;
- Providing support to the Country Director in representing DRC to partners, donors and duty bearers;
- Ensuring the programme is organized and managed to enable pursuit of opportunities while at the same time operating in compliance with minimum requirements and relevant guidelines; and
- Timely and efficient programme implementation, management and reporting on the resources entrusted to DRC by our donors and partners.
About You
- To be successful in this role you must have:
- Minimum 8 years of senior management experience with a humanitarian agency, with at least some experience as a Country Director in a small/medium operation and/or as a Deputy Country Director in a large/complex operation;
- In-depth knowledge of and experience working with displacement issues of both IDPs and refugees, and related international standards and frameworks;
- Familiarity with humanitarian coordination mechanisms;
- Extensive experience in strategy development, programme design/implementation and grants management;
- Solid experience in financial management and human resource development;
- Ability to collaborate, network and negotiate with local partners, national and local Governments, UN, donors and other NGOs, including proven experience in developing fundraising strategies;
- Relevant educational background; and
- Fluency in written and spoken English.

You have the ability to motivate and guide staff working in complex and unpredictable environments and thrive with the capacity building side of your work. You are known to be a strong and confident leader; who on the one hand is inclusive, approachable and good at delegating while on the other hand is not afraid to stand alone and take tough decisions all the while able to focus on managing your programmes at a strategic level.
You have a natural talent for working analytically and find that you excel in tasks concerning negotiation, advocacy and interpersonal communication. Last, but not least, you thrive by working in complex emergency operations within a changing and insecure environment and as a result have a natural ability to work well under pressure.

Conditions
Availability: Mid-December 2015.
Duty station: Juba, South Sudan, with frequent travel to field operation sites.
Accommodation: En-suite pre-fab in the DRC-DDG compound in Juba
Contract: 24 months
